Regulation not yet published
From 20 May 2023, this European regulation comes into effect, which requires fuel data to be read and transmitted during the MOT test. However, the ministry has not yet published the equipment requirements for this obligation, making it unclear what equipment will be needed. As soon as the ministry publishes the equipment requirements for this obligation, more information will be available regarding the implementation of this requirement. It will also become clear where the necessary equipment can be purchased to meet the specified conditions.
Test equipment
Passenger cars and light commercial vehicles with an internal combustion engine and a date of first registration from 1 January 2021 fall under the new regulations. These vehicles are equipped as standard with a fuel consumption recording system as part of the EOBD on-board system. These data can be read using a diagnostic device and then automatically sent to the RDW. The test device must therefore also be capable of sending this data, which in many cases can be achieved through a software update. If an update is not sufficient, it may be necessary to purchase new equipment. Please contact your supplier or manufacturer for more information about the necessary equipment.

The RDW is responsible for forwarding all received fuel consumption data annually to the European Environment Agency (EEA), which may use this data as personal data. When offering the APK inspection, the applicant must be asked if they object to the sharing of the associated data. If an objection is raised, it is not permissible to share the data. As an inspector, you can indicate this in the APK deregistration screen. If reading the data is not possible for technical reasons, this can also be indicated during deregistration. This also applies if the recognised holder does not yet have suitable reading equipment. This is a temporary solution until the regulations for the reading equipment are published. Once all fuel consumption data has been sent, the inspection can be completed and the vehicle can be deregistered.
