Why AGS?
The introduction of AGS is necessary because the current system is 25 years old and needs replacement. With AGS, Customs' automated declaration support processes are future-proof and ready for the modernized Community Customs Code.
When is AGS coming?
The current system (DSU) will be phased out on 1 January 2017. All declarations must then be made via AGS. There are different phases in which declarants are categorised to transition. VWE will monitor this for you.
What actions should I take myself?
You don't need to do anything yourself. VWE, as the software supplier, will ensure that we adapt the systems in a timely manner. A large part of the changes is technical; you will notice minimal changes in processes and procedures. The main changes you will encounter are:
- Expired authorisation Domiciliation Procedure (Domproc)
The Domiciliation Procedure (Domproc) permit with electronic declaration has expired as of 1 May 2016. The electronic export declaration permit is sufficient to create EAD customs documents in AGS.
- Loaded/to be loaded situation
The loading/unloading situation is cancelled.
- Automated controls
Unlike DSU, in the new system (AGS) you will receive a notification that the declaration has been flagged for review. Compared to DSU, AGS has more automatic checks on declaration data to comply with European legislation and to prevent incorrect declarations from being submitted to Customs.
How can I invalidate/set aside a declaration?
Via the app, you can invalidate a declaration. This can no longer be done directly with Customs.
Until when can I submit a request for invalidation?
A request for invalidation can be submitted up to a maximum of 7 days after release for the scheme. The period is flexibly adjustable. If this setting is desirable from the declaration process, then it can be changed.
Does the way documents are submitted for an inspection change?
The submission of documents does not change with the arrival of AGS.
How do I submit my alternative evidence?
You will soon be able to submit the alternative proof digitally via our application to Customs. You will then still receive a Confirmation of Exit (COE).
Is there a difference in the numbering of the declaration between DSU and AGS?
The declaration number or MRN number is generated by AGS. The number has a fixed format: year, country code followed by another 14 positions.
Can a declarant still contact Customs about the status of their declaration with the arrival of AGS?
AGS largely processes declarations automatically. Declarants receive notifications from AGS regarding the status of their declaration. If these notifications are not received, declarants can contact the National Customs Helpdesk.
Does the declarant receive approval for invalidation via a message as well?
A declarant receives a notification from AGS whether their request for invalidation has been approved or rejected.
Can a declarant submit a request for correction if the declaration has already been accepted?
This is possible: the declarant can submit a request for correction, up until the moment the goods are released.
Is the layout of the output led document legally determined?
Yes, that's correct. The layout will not change with the arrival of AGS.
